createNewScope Scope* createNewScope(Scope* sc, StorageClass stc, LINK linkage, CPPMANGLE cppmangle, Visibility visibility, int explicitVisibility, AlignDeclaration aligndecl, PragmaDeclaration inlining): Create a new scope if one or more given attributes are different from the sc's.
